Founder's Biography
Joe Guarascio started his Law Enforcement career in 1985 as a police officer with the New York City Police Department. Bolstered by an A.S. Degree in Electronic Technology, Mr. Guarascio's rapid advancement lead him to a position in Narcotics Investigation. During his service with the N.Y.P.D., Mr. Guarascio received over 30 medals and letters of Commendation for his service.
His many acts above and beyond the call of duty have appeared on the front page of the Daily News, in Newsday and the New York Times. On his retirement, Mr. Guarascio was immediately retained as a personal security consultant for celebrities including Lauren Hutton and Paul McCartney.
In 1999 he was recruited to assist the local police department in Wilmington, NC.
Wilmington, with a population of 100,000, is a small but rapidly growing city. Yet, it is ranked 7th per capita for violent crime in the US. Within months of his arrival, the media immediately acknowledged Mr. Guarascio's impact, giving him front-page headlines. His actions earned him the fastest promotion in the department's history, and he was awarded the Meritorious Service medal.
In November of 2000, Mr. Guarascio was asked to serve as the 1st Vice President of the Fraternal Order of Police (the largest Law Enforcement organization in the country), serving over 1000 officers locally. He continues to hold this position.
On September 11th, 2001, as our country experienced the worst terrorist attack in history, Mr. Guarascio immediately assembled a team of nine former New York City police officers, all of whom were police officers working in North Carolina. He led them to the Ground Zero at the World Trade Center to assist in the search and rescue efforts. For their courageous efforts, he and his team were awarded the NYPD World Trade Center Heroic Service Medal, and were recognized in the New York Post.
In November of that same year, Mr. Guarascio was offered the position of Crime Prevention Director for the Wilmington Housing Authority. The Authority is a Public Housing Agency consisting of nine tenant-based developments and fourteen-hundred Section 8 Apartments, housing over 4,000 families and 142 employees. In 2001, as the City of Wilmington suffered though a 17% crime increase, Mr. Guarascio effectively lowered violent crime 68 percent within his first six months, then maintained a 36 percent decrease in overall crime within the public housing areas. In addition, he consulted with the Department of Housing and Urban Development (HUD) to develop crime prevention, neighborhood watch and domestic violence prevention programs. He has been a guest speaker at the University of North Carolina, Wilmington and Cape Fear Community College.
As President and Chief of Police for Inter-Pol Special Police Services, Mr. Guarascio offers his knowledge and proven experience to commercial and residential property owners.
